It is at the same time a scientific discipline, an administrative technique and a policy carried out as an interdisciplinary and comprehensive approach directed towards a balanced territorial development and a physical organisation of space, achieved in the interest of the collectivities that use it, in keeping with the values and aspirations of the society and with the requirements of integration in the European space.
